On Kuang Hsu 13th year of the Ching Dynasty (1887), Taiwan Province was established. Taiwan Prefecture was renamed as Tainan Prefecture, and Taiwan County was renamed as Anping County. Heshunliao Village of North Taijiang (New Heshun, Old Heshun, Waiwun, Jhongjhouliao, Wukuailiao), Anshunliao Village (Siaanshun, Dinganshun, Sidingliao, Budaizueiliao, Sinliao, Zongtouliao), Sisinliao Village (Sisinliao, Shihsandian), Haiweiliao Villages (Haiwei, Sizihcian), and Matzu Temple Village (Matzu Temple, Sihcao, Benyuanliao, Shiherdian) are included in Waiwuding Li of Anping County. Gongcinliao Village of North Taijiang (Gongwunzih, Cingcaolun, Tuchengzih) is included in Sigangzih Po of Chiayi County as delimited by Luermen River. On Kuang Hsu 21st year of the Ching Dynasty (28th year of Japanese Emperor Meiji, namely 1895), the whole Taiwan administrative district was updated after Japan controlled Taiwan. However, Waiwuding Li and Sigangzih Po of North Taijiang remained governed by Tainan. On the National Government’s 9th year (9th year of Japanese Emperor Taisho, namely 1920), the whole Taiwan administrative district was divided into the five prefectures, namely Taipei, Hsinchu, Taichung, Tainan and Kaohsiung, and two departments, namely Hualien Harbor and Taitung. Heshunliao, Anshunliao, Sisinliao and Haiweiliao of Waiwuding Li, Matzu Temple and Gongcinliao of Sigangzih Po, and Syuejialiao were consolidated into Anshun Village of Sinfong County. Tuchengzih of Sigangzih Po was consolidated into Cigu Village of Beimen County. On National Government’s 27th year (13th year of Japanese Emperor Showa, namely 1938), Tuchengzih was divided into Anshun Village and formed the major eight tributes. On the National Government’s 34th year (1945), Taiwan was restored and Tainan Prefecture was renamed back to Tainan County. Anshun Village of Singfong County was renamed Anshun Township of Singfong District. On March 10 of the National Government’s 35th year (1946), Anshun Hsiang was included into the jurisdiction of Tainan City under order. For commemoration, this District was named “Annan District” consisting of “An” of Anshun and “Nan” of Tainan.
